The question was originaly asked on Reddit by user "cyberkristiyan"

How is registration of STATIC nodes managed? Who "registers" the nodes, and what prevents corruption of the registration manager? So what if for example a corrupt registering manager decides they are only going to allow and register nodes which a single entity controls, resulting in an usurpation of the space? Who decides which node will be registered and which one will not? Is it automated, or is it a person who registers nodes. What sort of information is gathered to know the node before accepting it as a registered node. I'm also trying to understand how that differs from other systems where anyone can become a node if the only difference is some formality of "registering".

New funcionalities are being developed and/or added to the XTRABYTES core. One of those will be the "Node transaction" between the buyer and the seller. All nodes are accounted for, so it will come down to buying existing nodes. An escrow service will be used as part of the process. This will probably be handled by a core module. Borzalom is implementing a way to facilitate this. To make it as simple as possible but providing maximum security to the user. The old method of registration included sending coins to an address where the confirmation was made manually, something that was done by Borzalom himself.

all sources point to it being autonomously governed by smart contract to offer first-come-first-serve registration through the XBY wallet client.
